The Role:

Central to this role is ensuring that the Football Association of Ireland and Offaly County Council achieve their core objectives of this programme by:

  • Ensuring delivery of integrated football and sports development programmes throughout the community.
  • Developing partnership and co-ordination between the relevant local statutory and voluntary bodies in particular Offaly County Council and maximising their involvement in the development of football in the county
  • The promotion of Social Inclusion through Football.
  • Delivery of active football development to key target communities.
  • Delivery of a calendar of events throughout the year, meeting the Grassroots Annual Operations Plan which links in with the overall FAI Strategy Plan 2016 – 2020.

The Person:

As a highly motivated self-starter, you will have:

  • An understanding of the role of Offaly County Council within the community paying particular attention to increasing levels of participation, social inclusion and integration through the medium of sport.
  • An understanding of the FAI Player Development Plan.
  • An understanding of the FAI Strategic Plan 2016 – 2020.
  • A good knowledge of community football structures.
  • An understanding of interagency co-operation and approaches.
  • A proven track record in sports development with the ability to think and plan strategically.

Experience

  • 3-5 year’s professional experience of working in a similar position, preferably in a sports environment.
  • Experience in developing partnership and co-ordination between the relevant local statutory and voluntary bodies.
  • Proven track record of planning, delivering and implementing coaching courses.
  • Experience in promotion of Social Inclusion through Football.
  • Experience in project management and delivery of KPIs.

Education

  • Third Level Degree preferred in Sports Management or equivalent – desirable.
  • Attained a minimum coaching qualification of UEFA ‘B’ Licence – essential.

  • Competent Intermediate to Advanced Level with Microsoft Office Package in particular Word, Excel, PowerPoint and Outlook.
  • Excellent communication skills both verbal and written.
  • Strong and credible presentation skills.
  • A full clean driving licence.

Specific Responsibilities:
Reporting to the FAI Grassroots Director (through the Regional Team Leader) and Offaly County Council nominee, the Development Officer will have responsibility for the implementation of current and future development programmes of the FAI Grassroots Department and Offaly County Council including inter alia: –

  • Plan, organise and implement coaching courses.
  • Assist in the implementation of national coaching courses as required.
  • Assist in the development of courses as required.
  • Assist in the organisation of referee education courses in County Offaly.
  • Assist in the organisation of administrator, volunteer and parent education workshops in County Offaly.
  • Assist in the implementation of the FAI Child Welfare policy in County Offaly.
  • Attend and assist in the organisation of regional / national seminars, educational workshops and events as required and agreed.

 

Player Development:

  • Assist in the development of player / coach development resources as required for the local League ETP and Regional ETP.
  • Assist in the organisation and implementation of ‘FAI Emerging Talent Programme’ in County Offaly.

Grassroots Development:

  • Assist in the planning and implementation of FAI programmes including Summer Soccer. Schools, After Schools Programmes, School’s, Women’s, Futsal, Club and League. Development, Football for All and Transition Year Coaching programmes.
  • Organise and implement School and After School programmes.
  • Organise and implement Women’s Football Development programmes.
  • Organise and implement Club / League development programme.
  • Organise and implement Football for All programme.
  • Organise and implement coach development programmes.
  • Organise and implement Intercultural programmes.

Facility Development:

  • Assist in the analysis and development of a local facility development plan where required.
  • Assist stakeholders in the facility grant application process where required.

Strategic Development:

  • Assist in strategic working groups as required and directed by the Grassroots Director or CEO of the FAI.
  • Liaise and work closely with Offaly County Council’s staff with responsibility for Sports Development.
  • Liaise with the Local Sports Partnership for County Offaly.

Management Processes:

  • Adhere to all management processes as directed by the Grassroots Director and / or persons nominated by them.
  • An annual work programme must be submitted to the Grassroots Director.
  • Formal regular reports will be submitted to the Grassroots Director and/or their nominee(s), on agreed dates.
  • Strictly adhere to procedures outlined by the FAI Grassroots Director in relation to any financial matters.
  • The Development Officer will submit monthly statistical reports on programme delivery.

Promotion of the game of football:

  • Work in cooperation with all leagues and stakeholders in the county to promote the game.
  • Represent the FAI at local meetings regarding the Player Development Plan.
  • Represent the FAI at meetings of the Regional Womens Football Committee.
  • Identify and assist local community initiatives which may benefit the development of the game.
  • Identify sources of funding available for local football development.
  • Other duties may be assigned depending on requirements of the role.
